From what I understand - the infra is one part of the platform product (other parts being other tooling like application frameworks, cicd platform, etc), and internal devs are the customers of this product. That’s where I see the separation in roles. There is some dogfooding that does happen where platform teams use their own tools to build and deploy infr related apps. And they can certainly use an IDP to meet their needs. Hope i have understood the question properly
