I tend to think of this in terms of stack aligned vs mission aligned. The main concern will be how do you want your stack to evolve since it probably will mirror your communication lines

General sage advice is “break things down by domain” how you define domains is dependent on size of org and amount of cognitive load required to manage each domain.

this is also a thing that sort of happens naturally so don’t assume it’s not done this way already,  the domain boundaries are probably just blurry.
