Doesn’t sound right to me. Xcode can be installed via homebrew for a gui free setup. Certs can be added via cli. 

But if you can’t use homebrew because of fedramp, maybe harder. Certs though are definitely automation friendly

I hadn't thought of homebrew. I have a feeling it may not be FedRAMP approved.
