I worked with a company once that measured the success of their platform based on consumption, rather than developer experience. They chose to ignore that the company was growing leaps and bounds and using their internal "cloud" was compulsory...

$20 says they had significant shadow IT, too. Consumption is can be (edited) a good metric, but it can't be the only one...and consumption of what is pretty important. Maybe consumption of default pipelines/supply chains would be a good measure (so long as devs had options to devise custom ones). What else might be a good consumption metric? Not to wholly discount their value, but objective measures that don't fall back on net promoter score kinds of subjective metrics are less susceptible to variance in people and personalities.

I love that - "We are measuring success based on adoption of the mandated platform" - it's an un-failable goal.
