You might find this webinar from LeadDev (with Affinity, TrueLayer, Twilio, DoorDash, DX) helpful. At the 26:30 mark, Twilio shared their experience measuring developer sentiment. They also talked about measuring qualitative metrics earlier in the video. Sounds like they use well-designed surveys > interviews to dig deeper
