For configuration-based scenarios there's a model for this I find useful in Matthew Casperson's DevEx as a Service: Scaling DevOps teams with Platform Engineering that talks about the three competing factors: • Many artifacts • End users edit artifacts • Centrally updated artifacts And how you can optimize for any two of these.
