What kind of background experience do you find to be the most valuable for someone transitioning into a platform engineering role?

Knowing the systems and fundamentals is the best building block for Platform Engineering roles IMO. This means internals of Linux, networking, database, etc (based on your preference), followed by orchestration and other topics.

Someone with an Ops background that actually knows how to write code and build tooling themselves rather than gluing 3rd party software together
