In my opinion a platform might provide easy ways to do data backups and other management actions but it's up to the teams owning the data to actually run them.

why? a platform that's well built should do all that. The data storage apis should be responsive to what a user needs. Otherwise you're just wrapping provisioning which is useful but a one time event 

the fact that you're using a database is an implementation detail. 

I am with Manuel on this one - in my opinion, the platform is the “enabler” - so it will provide mechanisms and underlying infrastructure for data management. The actual management can be considered as “business logic” that the data owner will need to do based on their own policies.

Internally we have a Data Platform team which is thinking about this and serving up Data services for the organization
