Shameless plug: Divio does something kind of like this, but it's probably not exactly the same because, as Stephen Hawking put it, "the universe doesn't allow perfect[ software solutions for every use case]". We allow people to use backups of their environments—production, dev, etc., it doesn't really matter—and then just push it to local, work on it offline, then push that to whichever environment they want, whether that's live or dev or anything else. Docker needs to be in the picture. It's probably not an exact match, but it's how we handle this issue.
