I would believe that LB can be work at most layers, I have seen Nginx LB application layer traffic well (not so sure if you can use to manage other loads at lower protocol stacks) and HAProxy works also very well with databases and on the same application server too. i think i would choose HAProxy for databases (SQL and non-SQL)
