You can either use surveys to answer that question - how long do developers spend on non-core tasks, or measure things such as reduction in tickets, adoption of a self-service interface (or an internal developer portal) and even measure DORA metrics. I would probably use tickets, a really quick periodical survey and NPS

@Bryan Ross @Jakub Dropia Your streamlined platforms probably also reduce onboarding time for newly-hired, entry-level developers. Time from account creation to time first code push has probably decreased.

Yes, Time to first commit or time to first deployment are good metrics for on boarding. You mean some metrics like cycle time, coding time, review time, deploy frequency and so on? Engineering metrics?
