The players in a sre/devops/infra/operations org tend to be incredibly opinionated to the point of being dogmatic -- In semi dysfunctional orgs, this has a tendency to create "platform by fiat" from a single or small pool of individuals who don't/can't get the rest of the team to rally. Building consensus in these types of situations is difficult, and standard product techniques simply fail due to not all of the players acting in good faith. In these cases Andrew is right, leadership needs to step in and invest in the culture to make a platform team or initiative successful.
