Turned out that I was using a non-container instance with the ecs agent not installed.

In my brief journey with ECS (for an interview take-home, not on-the-job) I used Fargate. But that is an interesting failure mode. Making sure I understand, the EC2 instances you were trying to use lacked the ECS agent?
