I think that in the "classic" FinOps practice that focuses mainly on [cloud] cost saving, it's just about freeing up some cash that the company can deploy to create value. Since value creation typically requires developers, the cycle from cost saving through hiring, to produced value is long.
However, when you open the perspective to Dev Aware FinOps, and start looking at where your dev resources are being spent, the visibility you gain allows you to effectively shift resources (= developer time) to activities that produce more value to the company. And this cycle tends to be much shorter, as you don't need to convert saved money into hired developers.
