When it is platform operations , their natural priority is stability and upkeep of the platform .. most of the time there is no separation of teams for operations vs platform builds, both are done by same team.. you might want to keep them separate , but under same umbrella to prioritize initiatives while in sync with operational tasks. In short you need a strong platform director oversee these two teams ..

Split the responsibilities, operating and building new features. This can be two teams or just 2 groups inside your team. And let them rotate every 2/4 weeks. So that they learn what pain there is in operating the platform so that improvements are made bij the feature team to make operating the platform easier. If the operating team has nothing to do they can of course work on new features 😉 This is a model we always suggest when implementing Platform Engineering at our clients.
